CHIRPS Processing

After the 15th of the month need to harvest daily data from , 

       GHCN
       GTS
       GSOD

and screen for false zeroes in GTS and GSOD daily to create, 

       fGTS
       fGSOD

and make pentad and monthly Also grab GHCN.v2 monthly.

add all of the above into the CSCD db.

Run the all stations version (MQB) of CHIRPS v1.7 monthly and CHIRPS v1.7 pentads.
